Islamic University in Tirupati unacceptable- Raghuveera Reddy:

State Revenue Minister, Mr. N. Raghuveera Reddy told that all the Seema Andhra leaders should rise above their party levels and oppose the bifurcation of the State and submit affidavits to President of India. He also told that all the MLAs have freedom of expression.
Mr. Reddy told that in the premises of Lord Venkateshwara in Tirupati, the construction of a structure of any other religion is unacceptable. Minorities budget- Only Rs. 305 crore utilized out of Rs. 1027 crore:
Hyderabad , December 27:
According to Mr. Omer Jaleel, IAS, Special Secretary of the Dept of Minorities Welfare, so far, only Rs. 305 crore have been utilized by the Dept. out of the budget allocation of Rs. 1027 core. He told that due to lack of staff, the allotted amounts could not be utilized. In the office of the commissioner, 69 posts have been sanctioned but only 27 persons were deputed and actually only 9 persons are working.
Mr. Omer Jaleel expressed his anxiety over the non-utilization of the allotted budget. He told that he will visit all the districts from 1st January to review the schemes of scholarships, bank loans and fees reimbursement.
He told that C.M. has sanctioned a scheme which provides loans up to Rs. 2 lakh to unemployed graduates belonging to minorities to start their own business. This scheme includes a subsidy of one lakh but orders have not been issued by the Govt. yet. He avoided the question of construction of new hajj house. He said that Wakf Board has no powers to sell or transfer any wakf property. If Wakf Board provides any wakf property to any other party for commercial purposes, its rights should be with the Wakf Board. He asked the Hajj Committee to request the Govt. to allot land for the construction of new Hajj House.
Fourth major train disaster in Andhra Pradesh in two years:

Hyderabad, December 28:
Saturday's train blaze in Anantapur district is the fourth major disaster in Andhra Pradesh in less than two years.
At least 26 passengers were killed and 15 injured as a coach of the Bangalore-Nanded Express caught fire near Kothacheruvu railway station in Anantapur district, bordering Karnataka, in the early hours of Saturday.
As many as 35 people were killed and 25 were injured when a coach of the New Delhi-Chennai Superfast Express train caught fire near Nellore railway station on July 30 last year.
On May 22, 2012, 25 passengers were killed and 40 injured when the Hubli-Bangalore Hampi Express rammed into a stationary goods train at Penukonda. One of the coaches caught fire on the impact of the collision.
At least eight passengers of the Bokaro Express who pulled the chain in the train to bring it to a halt and alighted on hearing rumours of a fire, were run over by another train in Vizianagaram district Nov 2 this year.
The following are the other major train disasters in the state since 1990.
Oct 10, 1990: 40 people were burnt to death as suspected Maoists torched a passenger train at Cherlapally near Hyderabad.
July 2, 2003: An engine and two adjoining coaches of Guntur-Secunderabad Golconda Express fell off an bridge over a road near Warangal railway station, killing 18 persons.
Oct 29, 2005: Repalle-Secunderabad Delta Fast Passenger train fell into an overflowing stream near Valigonda in Nalgonda district, killing 114 people.
Aug 18, 2006: Five coaches of the Chennai-Hyderabad Express caught fire near Secunderabad railway station. Passengers had a miraculous escape.(IANS)

Anantpur (AP): A major fire ripped through an AC coach of the Bangalore-Nanded Express train, roasting alive 26 people, including two children, in sleep and injuring 13 others in the wee hours today in the district.
The fire broke out in the AC 3-tire coach B-1, fourth from the engine, near Sri Satya Sai Prasanthi Nilayam railway station, about 170 kms northeast of Bangalore, at 3:45 a.m when most of the passengers were fast asleep. After noticing the fire, the driver stopped the train near Kothacheruvu railway station and the ill-fated coach was detached, preventing the fire from spreading to other bogies.
"So far 26 persons have died in the incident. Rescue operations are still going on," Anantpur District SP S Senthil Kumar told PTI. SP of Guntakal Railway Police Janardhan said 13 people were injured in the mishap and have been shifted to various hospitals in Anantpur.
Exact cause of the fire is not immediately known but Railway Board Chairman Arunendra Kumar said prima facie there could be two reasons - one is short circuit and the other presence of inflammable material.
Railway Minister Mallikarjun Kharge described the incident as "tragic and most unfortunate" and ordered an inquiry by the Commissioner of Railway Safety. "Preliminary reports indicate that the cause of the fire was electrical short-circuit near the Air-Conditioning Unit," Andhra Director General of Police B Prasada Rao said.
Forensic teams from Hyderabad are on their way to the spot to collect samples for analysis. The train had left Bangalore at 10:45 PM last night with a composition of 16 coaches, South Western Railway said, adding that the affected coach was carrying 65 passengers.
According to railway officials, the bodies of passengers are being shifted from the accident spot to Victoria Hospital in Bangalore. Prime Minister Manmohan Singh expressed shock and grief over the loss of lives in the mishap.
He also spoke to the Railway Minister and inquired about the rescue and relief work being carried out at the site. The Railway Minister announced an ex-gratia of Rs 5 lakh to the next of kin of the deceased, Rs 1 lakh in case of grievous injuries and Rs 50,000 for simple injuries. 
District Medical and Health Officer Dr C Ramasubba Rao said the femur (thighbone) of the deceased will be preserved for DNA test as the bodies were charred beyond recognition. This is the second train mishap in the district.
In March last year, 25 passengers were killed, near Penukonda in the district when the Bangalore-bound Hampi Express rammed into a stationary goods train after its driver apparently overshot the signal near the station here in the wee hours. The Railway Minister has instructed officials to provide best treatment to the affected passengers.
As per his directions, the officers of Railway Board, Member Electrical, Kul Bhushan, and Director General, Health have rushed to the accident spot from Delhi. The Railways have requested relatives not to go to the accident site and instead come to Victoria Hospital for identification of bodies.

BEIRUT (Reuters) - Former Lebanese minister Mohamad Chatah, who opposed Syrian President Bashar al-Assad, was killed in a massive bomb blast on Friday which one of his political allies blamed on the Shi'ite Hezbollah militia.

The attack in Beirut killed five other people and threw Lebanon, which has been drawn into neighboring Syria's conflict, into further turmoil after a series of sectarian bombings aimed at Shi'ite and Sunni Muslims over the past year.

Former prime minister Saad al-Hariri accused Hezbollah of involvement in the killing of Chatah, his 62-year-old political adviser, saying it was "a new message of terrorism".

"As far as we are concerned the suspects ... are those who are fleeing international justice and refusing to represent themselves before the international tribunal," Hariri said , referring to the upcoming trial in The Hague of five Hezbollah members suspected of killing his father Rafik in 2005.

U.S. Secretary of State John Kerry said: "This is a terrible loss for Lebanon, the Lebanese people and for the United States."

United Nations Secretary-General Ban Ki-moon condemned the bomb attack, and the 15-member Security Council expressed its "unequivocal condemnation of any attempt to destabilize Lebanon through political assassinations".

The explosion destroyed Chatah's car, turning it into a heap of twisted metal, and injured another 71 people. It took place not far from where the elder Hariri, a former prime minister and influential Sunni figure, was assassinated by a huge bomb in February 2005.

The long-delayed trial of five Hezbollah suspects indicted for that attack, which also killed 21 other people, is due to open in The Hague in three weeks' time.

The suspects are all fugitives and Hezbollah, which denies any role in the Hariri assassination, has refused to cooperate with the court, which it says is politically motivated. Preliminary U.N. investigations implicated Syrian officials.

Hezbollah, which has sent fighters to Syria to help Assad's forces against rebels in the civil war, condemned Friday's blast as a "horrible crime".

POWER STRUGGLE

The attack on Chatah is linked to a power struggle that has raged in Lebanon since Hariri's assassination. This was followed by a series of attacks which killed anti-Syrian politicians, officials and journalists. In October last year, General Wissam al-Hassan, an intelligence chief linked to Hariri, was killed by a car bomb in Beirut.

Chatah, a vocal critic of Hezbollah, was regarded as one of the brains behind Saad al-Hariri's Future movement and the March 14 opposition coalition, and their point person with Western governments.

A message on Chatah's Twitter account less than an hour before the blast accused Hezbollah of trying to take control of the country, which was occupied by Syrian forces until after Hariri's assassination.

"Hezbollah is pressing hard to be granted similar powers in security and foreign policy matters that Syria exercised in Lebanon for 15 years," the tweet read.

The conflict in Syria has polarized Lebanon and increased sectarian tensions. Hezbollah members are fighting for Assad - who is from the Alawite sect, an offshoot of Shi'ite Islam - while some of the Sunni Syrian rebel groups are linked to al Qaeda, which is also seeking to topple Assad.

Former minister Marwan Hamadeh, who survived a car bomb in 2004, told Al Arabiya television: "Hezbollah will not be able to rule Lebanon, no matter how much destruction it causes or blood it spills."

Hezbollah condemned the blast as "part of a series of crimes and explosions aimed at destabilizing the country and its unity", in a statement issued before Hariri had accused it of involvement.

Iran, which backs Hezbollah, came under attack in Beirut last month. On November 19, two suicide bombings rocked its embassy compound, killing at least 25 people including an Iranian cultural attaché.

"NOBLE FIGURE"

Lebanese President Michel Suleiman, Prime Minister Najib Mikati and officials from across Lebanon's sectarian political divide condemned Chatah's killing.

Mikati said the blast targeted "a moderate academic and noble political figure who believed in dialogue, the language of reason and the right to different views".

Fouad Siniora, a leading member of the March 14 opposition movement to which Chatah belonged, said the latest killing would be referred to the Hague-based Special Tribunal.

"The killer is the same one that has been targeting the heroes of Lebanon. The crime occurred... weeks before the opening of the Tribunal in the Hariri assassination," he said.

While Chatah had no political power base of his own, his international experience, diplomatic contacts and academic analysis made him a leading member of Hariri's circle of advisers.

An economist and a diplomat, he worked for the International Monetary Fund in Washington and served as Lebanon's ambassador to the United States. He was also minister of finance from July 2008 to November 2009, after which he worked as a foreign policy adviser to the younger Hariri.

Friday's blast was heard across the city at around 9:40 a.m. (0740 GMT) and black smoke was seen rising in the chic downtown business and hotel district where people seeking a respite from recent turmoil had ventured out to enjoy the Christmas and New Year holidays.

It shattered glass in nearby apartment blocks and damaged cars, restaurants, coffee shops and offices.

"For a while I was thinking, 'Am I still alive?' I didn't know what happened. I was just seeing the people running and holding their ears and eyes, and running," said Maya, manager of the Taten dress shop.

"There was a big ball of fire and panic everywhere and then we learned that Chatah was the target," said another witness, Adel-Raouf Kneio.

Sources at the explosion site said Chatah was on his way to attend a meeting at Hariri's headquarters when the explosion tore through his car. Hariri himself has stayed away from Lebanon for more than two years, fearing for his safety.

Investigators said the blast was caused by a 60 kg (130 lb) bomb. A Reuters witness said Chatah's car was "totally destroyed, it is a wreck". Chatah's identity card, torn and charred, was found at the scene.

Much of Beirut went into lockdown following the explosion, with police blocking off roads across the city. After a series of blasts in the capital and in the northern city of Tripoli, the Lebanese army had stepped up security measures before Christmas and New Year, fearing further attacks.

Workers at dress shops, whose entire glass facade was destroyed, were sweeping up glass, picking up damaged mannequins and counting the damage to the luxury garments.

Surveying smashed windows, a restaurant owner said: "The damage to the glass is not the problem. People won't want to come here now. We were fully booked for the next five days."

To obtain recognition, a film festival should be held for six consecutive years during a particular period in a calendar year at a permanent venue, says BIFFes Artistic Director H.N. Narahari Rao.
BIFFes is being held in a few theatres across the city and the dates for the event have kept changing every year. Unlike BIFFes, the dates for all internationally-recognised festivals are fixed. The Department of Information has a plan to organise BIFFes at a permanent venue, which is coming up at Nandini Layout. Named Amritotsava Bhavana, it will have at least five screens.
To put BIFFes on the international circuit, Mr. Rao says, it is necessary to have a directorate to organise the event. In the absence of a directorate, there is a delay in taking decisions related to the conduct of BIFFes. It also limits the ability to get the best films because of bookings made by the directorates of other festivals, he explained. “Once these hurdles are crossed, BIFFes would get international recognition,” Mr. Rao said.
National award-winning filmmaker B. Suresh is of the opinion that there should be a curator with tenure of three years, and a team of seven to assist him or her in organising the event. A permanent date on the calendar will help in persuading film personalities attending the other four festivals in the country to turn up at BIFFes and create a world market for regional films.
The international circuit
FIAPF was started in 1933. It is based in Paris. It comprises 30 members representing 27 leading countries in the field of audio-visual productions. It is in charge of regulating international film festivals, including the ones at Cannes, Locarno, Karlovy Vary, Berlin, Toronto and Montreal.
“Over 1,300 international film festivals are being held around the world every year. Of these, only 52 have got recognition from FIAPF,” said Mr. Rao.

The enthusiasm for films in the city might as well earn it the sobriquet “seeti city” (whistle city), said actor Ramesh Aravind at the launch of the Bengaluru International Film Festival (BIFFes) here on Thursday.

As if to reinforce the point, the inauguration of the weeklong festival at Jnana Jyothi Auditorium was marked by the audience applauding and whistling all through. The response for the festival’s inaugural function was so overwhelming that there was chaos as film enthusiasts virtually barged their way into the venue, filling not just the seats but also the aisles.
Many stood throughout the programme and cheered when actor-director-producer Kamal Haasan spoke. Similar was their response when actor Sudeep spoke.
Message on social media
The organisers of BIFFes apologised to people for not having been able to accommodate everyone who came to the venue of the inaugural function. On Twitter and Facebook, they said, “We apologise to every one who came for the inaugural function of BIFFes and were not allowed inside. These were circumstances outside our jurisdiction. We will try our best to make other days an eventful one for you.”
Pronouncing names
People on the dais found it difficult to pronounce names of Iranian Cine Director Pouran Derakhshandeh and Festival Director Hof Film Festival Germany Heinz George Badewitz. Actor Kamal Haasan mentioned Derakhshandeh in his speech, and turned to her and asked whether he had pronounced her name correctly. She nodded with a smile.
Technician protests
After Sudeep addressed the gathering, Shivamurthy, a technician who lost his two legs in an accident, took objection to popular actors failing to highlight the problems faced by poor artistes. He was pacified only after Minister for Kannada and Culture Umashree announced that the government was addressing the issue raised by Mr. Shivamurthy.

The sixth edition of the Bengaluru International Film Festival (BIFFes) got off to a glittering start with actor Kamal Haasan declaring that Bangalore has the potential to become an important centre for the international film industry just as it is for the Information Technology (IT) industry.
Speaking at Jnanajyothi Auditorium — packed beyond capacity with film buffs and industry people — Mr. Haasan recalled how Bangalore had nurtured his interest in international cinema back in the seventies, when he would visit the city to watch the best of world films.
It is time that Indian film makers, who produce over 1,000 films annually, “look out of their window” at world cinema and match the aspirations of an audience that has already acquired international standards in their taste, he said.
Of dreams
“I don’t know how governments function, but I know how dreams do,” said Mr. Haasan, asking the organisers of the festival and the Karnataka government to work towards realising the dream of turning the city into a film capital.
Chief Minister Siddaramaiah — who said the “sky appeared dull” against the turnout of “stars” at the function — promised to provide all help to the industry. However, he cautioned that the 80-year-old Kannada film industry, which is going strong in terms of volume, should carefully preserve quality. He hoped that the film festival helps the local film industry grow strong enough to compete with the best in the world.
Kannada film star Sudeep responded to this by promising that the local industry would live up to the Chief Minister’s expectations.
The festival’s artistic director, H.N. Narahari Rao, said the weeklong festival (till January 2) will screen 160 films from 52 countries. He said it was an opportunity to see the “world in Bangalore”. Mr. Rao emphasised the need to have a permanent venue for the festival in Bangalore, like there are for other international festivals.
Iranian film director Pouran Derakhshandeh and Hof festival director in Germany, Heinz George Badewitz, were the guests of honour. Kurdish film Bekas (directed by Karzan Kader) was shown at the inaugural.
For international recognition
A big hurdle for international recognition for BIFFes, such as the festivals in Goa, Mumbai, Kolkata and Thiruvananthapuram, has been the absence of a permanent schedule and venue. Taking a step closer to such a recognition, Chief Minister Siddaramaiah said the government would start a “festival cell” in the Karnataka Chalanachitra Academy to ensure a permanent schedule for the festival. The State’s Information Department will initiate the process, he added.

File photoChief Minister designate Arvind Kejriwal on Friday questioned the move by the Centre to hike CNG prices when a new government was to assume power in Delhi in two days’ time even as he suggested that autorickshaw fares in the national capital may be revised as a result of the steep increase.
He said he would examine the files and also ask the Centre about the reason for its haste in increasing the prices.
“What was the need to increase CNG prices when a new government is to take over in Delhi. It raises suspicions about their intention. I will look at the files once I take over tomorrow and see if the hike can be rolled back,” Mr. Kejriwal said.
The compressed natural gas, or CNG, rate in the national capital was on Thursday raised by a steep Rs. 4.50 per kg in a second increase in rates in three months.
CNG will now cost Rs. 50.10/kg in Delhi and Rs. 56.70/kg in Noida, Greater Noida and Ghaziabad, Indraprastha Gas Ltd. (IGL) has said. The hike came into effect from Thursday midnight.
When told that autorickshaw drivers were unhappy with the hike and planning to go on a strike, Mr. Kejriwal said, “They have been associated with us for a long time... When I take charge tomorrow, I will hold consultations with them and try to find out a solution. If necessary, we cannot rule out the possibility of a hike in auto fares in Delhi.”
Meanwhile, commenting on a sting operation carried out by a news channel purportedly showing that files were being torn, the Aam Aadmi Party leader said it was the Chief Secretary’s responsibility to take care of files.
“This also shows there is large scale corruption in these departments and officials who are seeking transfer are understood to have been involved in it,” he said.

Four killed in fire mishap at Andhra Pradesh factory Hyderabad:  Four workers were charred to death in a fire that broke out in a rubber factory in Gaganpahad area this morning.
Preliminary reports say that leakage from a pipe line supplying hot liquid chemical resulted in the blaze that spread to one of the rest rooms in the factory premises where the workers were sleeping.
"It seems the melted rubber fell on the workers and they were burnt alive. One fire tanker was sent to the area and the fire was put off at around 6.45 AM but four were left dead in the the mishap," a fire officer said.
Shamshabad police said the pipeline passed atop the roof of the rest rooms and when the fire spread some workers escaped while four were trapped in the room engulfed in flames.

YSR Congress submits affidavit to President opposing Andhra Pradesh bifurcation

Hyderabad:  YSR Congress MPs, MLAs and MLCs today submitted affidavits to President Pranab Mukherjee opposing division of Andhra Pradesh.
YSRCP (Yuvajana Sramika Rythu Congress Party) president Y S Jaganmohan Reddy, who led a party delegation to the President, told reporters later that three MPs, 23 MLAs and five MLCs of YSRCP gave affidavits with the request to keep the state united.
The President gave a patient hearing and saw the affidavits and what was written on the stamp papers, he said.
The President is here for his customary southern sojourn.
The YSRCP president appealed to MLAs, cutting across party lines, to submit similar affidavits to keep the state united.
He said the MLAs opposing the division should first press for passing a resolution in the Legislative Assembly favouring united Andhra.
The draft bill for division of Andhra Pradesh is presently under the consideration of the state Legislature.
"Does it not amount to agreeing for division if you let the debate on the draft bill take place? We should first press for a resolution," he said.
The draft bill should not have been sent without knowing the legislature's views first, he said.
He alleged that Chief Minister N Kiran Kumar Reddy and TDP Chief N Chandrababu Naidu lacked sincerity in keeping the state united.
